Batch 2- Seminar-Orientation on RA 4136 “Land Transportation and Traffic Code”

The abilities and right attitude of the driver/operator affect how efficiently they accomplish their jobs and responsibilities. On June 08, 2022, the National Irrigation Administration (NIA) Caraga (NIA-Caraga) held a Capability Training for Drivers/Operators and other Equipment Personnel at the Balanghai Hotel & Convention Center, Butuan City to ensure that they have the necessary skills in carrying out their roles and functions, as well as a positive attitude and commitment to their job and loyalty to the agency.

The 2nd batch orientation, attended by 36 participants, focuses on the Review of RA 4136-Land Transportation and Traffic Code presented by Mr. Lino M. España, Jr., MPA, OIC Chief of the Operations Division—Department of Transportation—Land Transportation Office Caraga (DOTr-LTO Caraga) and Road Safety and Defensive Driving presented by 2LT Estribo M Belarmino (RET) of DOTr-LTO Caraga.

NIA ASDI-IMO OFFICIALLY TURNED OVER THE PROJECT TO THE IRRIGATORS

The National Irrigation Administration (NIA) Agusan del Norte, Surigao del Norte, and Dinagat Island Irrigation Management Office (ASDI IMO) Acting IMO Manager, Engr. Adeline H. Manlunas, together with other NIA personnel, officiated the ceremonial turnover and blessing of the Beltran Small Irrigation Project (SIP) to the Camalig Beltran Farmers IA of Jabonga, Agusan del Norte on June 7, 2022.

The event is another NIA milestone for the project's progress from the construction phase to the turnover. The project aims to provide irrigation services to the fourteen (14) farmer beneficiaries. The irrigation facilities were constructed at a total cost of P5.5 million and consist of dams, canals, and canal structures that will supply water to an estimated area of 17 hectares. Engr. Worthy Abuzo presented the accomplishment reports and profile of the said project.

Mr. Rechie S. Aguillon, IA President, expressed gratitude in his acceptance speech to all staff who assisted in the project's completion. He encouraged the members to manage and preserve any projects that they get with all of their abilities so that they can be passed on to the next generation.

Lakbay aral delegates conducted re-echo seminar

The technology tour led by Acting Regional Manager June Nathaniel S. Plaza together with the selected NIA Caraga delegates helped them become acquainted with the international standard and its key components that aid the project at various stages, and this critical information must be conveyed to the NIA Caraga personnel.

On May 25-26, 2022, NIA Caraga held a Re-echo Seminar-Workshop of the Jalaur River Multi-purpose Project II (JRMP II) Best Practices, Initiatives, and Success Stories for Construction Management Plan, Methodology Statement, Institutional Development, Water Management, Environmental and Social Diligence, Information, Education, and Communication at the Balanghai Hotel and VCDU Convention in Butuan City. The two-day seminar-workshop aims to disseminate best practices that the region could use to improve its implementation in construction and other areas.

According to RM Plaza, “the implementation of the new methodology and application of forms is only the beginning of the obstacles, but as we practice and undertake a series of trainings, these approaches will become second nature to us”.

The activity was attended by IMO Managers, Assistant IMO Managers, System Heads, Project-Incharge, Institutional Development Officers, Designated Info Officers, and Environmental Focal Persons of the region.

SEMINAR-WORKSHOP ON CONSTRUCTION MANAGEMENT & SUPERVISION AND BASIC MATERIALS QUALITY CONTROL PROCEDURES

On April 26–29, 2022, the National Irrigation Administration-Caraga conducted a four-day seminar-workshop on construction management and supervision and basic materials quality control procedures on its project in-charge, planning and contracts administration engineers, and material engineers.

The seminar's goal is to teach attendees the value of knowing the specifics of construction tools and methods, as well as how to apply them as part of the construction management and supervision process for various irrigation systems.

On its fourth day, participants had the chance to observe basic materials quality control procedures that aim to provide standard and acceptable practices in maintaining and producing the best quality of materials in irrigation projects. Being knowledgeable would eventually make them fully confident in the systematic day-to-day construction supervision activities.

Engr. Ruben S. Atienza and Engr. Froilan R. Martillano as resource speakers gave importance to each participant's passion and commitment and their equally crucial role in facilitating timely and effective project construction implementation.

Kick-off of the LARPIS-Bit-os area operation

Farmers in the Lower Agusan River Pump Irrigation System (LARPIS), notably in the Bit-os area, have been praying for nearly three (3) years that the damaged infrastructure caused by the fire incident in January 2019 will be repaired. They take a chance on cultivating their land and relying on the rain to irrigate their farmlands during that time. Even if they are doubtful whether the rain would suffice, they continue to plant in the hopes that the repair will be realized.

Seeing those hardships, the NIA Caraga was determined to pursue the projects to help the farmers in need of water irrigation. Constant coordination with the top management for the funding of the said repairs was one of the priorities of the region.

Fortunately, the repair was realized at a total cost of P74 million, and it was completed on April 8, 2022. The completion of the repair will benefit 1,205 farmers led by Hon. Allan A. Collado, Federation President, LARPIS-FIA, and will serve 1,313.78 hectares (Bit-os area).

On April 22, 2022, the office held a Blessing and Thanksgiving of Bit-os Pumping Station to kick off the operation of LARPIS at Brgy. Bit-os, Butuan City. The activity also highlighted the ceremonial switching of the main control panel for the submersible pumps, led by Engr. June Nathaniel S. Plaza, NIA Caraga Regional Manager, and Mr. Collado.

Butuan City Agriculturist Pierre Anthony D. Joven expressed his gratitude to the farmers for persevering in their farming despite the challenges they faced and believes that the LARPIS will contribute to the region's rice sufficiency.

According to RM Plaza, the repair is simply the beginning of the system's rehabilitation; the management also intends to build solar projects to lower the cost of electricity. He stressed that the office will investigate the widespread pre-mature and illegal land conversions that are reducing irrigable land and undermining the government's rice sufficiency program.

The IA officials, Barangay Local Government Unit (BLGU) headed by Brgy. Captain, Hon. Elsa N. Mordeno, Acting EOD Manager, Engr. Rosalina B. Caiña, NIA Caraga personnel, NIA ASDI IMO led by Engr. Adeline H. Manlunas, and other stakeholders attended the activity.

MAP-IP official handover to operations

During the activity, farmers in Mat-I, Ambacon, Pinana-an Irrigation Project (MAP-IP) are overjoyed as they eagerly await the project's official handover to operations.

The project, with a total cost of P584 million, will irrigate 1,200.80 hectares with 593 farmer beneficiaries headed by President Leandro R. Fabre of the Las Nieves Federated Irrigators Association. The project covers two municipalities: Las Nieves, Agusan del Norte and Esperanza, Agusan del Sur, with a 12.2 km main canal and a 1.235 km main canal for supplementary dam.

The unveiling and signing of Notice of Operation was led by NIA Deputy Administrative for Engineering & Operation Sector, Engr. C’zar M. Sulaik together with Acting Regional Irrigation Manager Engr. June Nathaniel S. Plaza and NIA Agusan del Norte, Surigao del Norte, Dinagat Islands Irrigation Management Office (ASDI-IMO) Acting Division Manager Adeline H. Manlunas held at MAP-IP Dam, Tagabase, Ezperanza, Agusan del Sur on April 12, 2022 at 9:00 in the morning.

According to DA Sulaik, because of the coordination and frequent follow-up of the Irrigators' Associations and Local Government Units to the NIA top management, the project is able to proceed to its implementation. He also said that the agency faced various obstacles and challenges throughout the implementation of the projects, but that thankfully, the NIA Caraga, with the assistance of all stakeholders, completed the project in February 2021.

RM Plaza stated that the NIA's ultimate goal is to improve agricultural productivity and help our farmers augment their income to sustain their family’s needs. He also added that the event will mark the official turnover of the irrigation project in this part of the region, and once the facility starts generating benefits for all the residents in the area, the agency will see a brighter future for the farmers. The Presidents of MAP-IP and their Boards of Trustees, NIA ASDI IMO and Caraga Regional personnel, and other stakeholders attended the ceremony.

35 Driveer/Operator Receives their First Traffic Code Orientation

On March 30, 2022, the National Irrigation Administration (NIA) Caraga (NIA-Caraga) held a Capability Training for Drivers/Operators and other Equipment Personnel at the Pavillion in Butuan City to ensure that they have the necessary skills in carrying out their roles and functions, as well as a positive attitude and commitment to their job and loyalty to the agency.

The 1st batch orientation, attended by 35 participants, focuses on NIA Policies and Guidelines RA 6713-Code of Conduct and Ethical Standards for Public Officials and Employees and the Review of RA 4136-Land Transportation and Traffic Code, presented by Mr. Lino M. España, Jr., MPA, OIC Chief of the Operations Division—Department of Transportation—Land Transportation Office Caraga (DOTr-LTO Caraga).

June Nathaniel S. Plaza, NIA Caraga Regional Manager, stated in his message that driver orientation is critical to their profession since they transport passengers to their destinations and their safety is in their hands. He added that it is important that drivers learn road courtesy, markings and other important disciplines in driving.

DOTr-LTO Caraga OIC-Regional Director, PCol. Joel R. Consulata, MSCD informed the participants that renewal of a license is an easy process if we follow the requirements and instructions. He stated that you only pay what is stated on the official receipt. The agency is trying to eradicate fixers in processing the driver’s license; he quoted that "fixers will not be eliminated if the clients/customers still patronize their assistance."

BLESSING OF 20 UNITS HONDA XR 150 MOTORCYCLES

This morning, the NIA Caraga blessed the 20 Honda XR 150 motorcycles led by Fr. Dennis Prisco with Acting Regional Manager, June Nathaniel S. Plaza and NIA personnel.

These motorcycles will be delivered to the Caraga Region's Irrigation Management Office and be utilized by the Project In-Charge to keep an eye on ongoing projects and monitor their accomplishments.

March 28, 2022- The National Irrigation Administration -Caraga Region held the 2022 National Women's Month Celebration Culmination Program through the initiative of Acting Regional Manager June Nathaniel S. Plaza with the theme "We Make Change Work for Women," Agenda ng Kababaihan tungo sa kaunlaran.

This year, the NIA Caraga honors women's important roles in the workplace by providing them with a variety of complimentary treatments, including hair spas, foot spas, body massages, foot reflexology, manicures, and pedicures. These services allow individuals to unwind and gain confidence in order to confront the obstacles of everyday life.
