LAPINIGAN FARMERS IRRIGATIONS ASSOCIATION (LAFIA) - NOMINEE FOR CY2024 NATIONWIDE OUTSTANDING IA (CIS CATEGORY)

May 28, 2025- A validation to gauge LAFIA’s organizational capability in terms of management, discipline, operations and maintenance on irrigation facilities (under MASLOG CIS), financial performance, assistance programs, linkages to other partner government agencies (OGAs) and its other special features was conducted successfully yesterday, at the IA Hall of LAFIA, Brgy. Lapinigan, San Francisco, Agusan del Sur.

With the goal of succeeding at the national level, LAFIA’s officers and board of trustees (BOTs), as IA nominees, assisted NIA central office validators upon assessing their entire performance as an organization. The validators team included Ms. Maricel Del Rosario, Mr. Hans Esguerra, Ms. Lorna P. Villagonzalo, and Ms. Julie Anne De Guzman, who shall be validating all the other regional nominees in Mindanao for the SEARCH OF MOST OUTSTANDING IRRIGATORS ASSOCIATION FOR CY 2024 (CIS Category).

VALIDATION FOR AZUMCA IRRIGATORS ASSOCIATION - SEARCH NOMINEE FOR MOST OUTSTANDING IA FOR CY2024 (NATIONAL IRRIGATION SYSTEM CATEGORY)

MAY 27, 2025 - Blessed to have water irrigation services that benefit farmers in Sitio Azucena for its rice production area, the AZUMCA IA members from Brgy. Charito, Bayugan City, Agusan del Sur, has used irrigation for several decades through NIA’s Andanan-Wawa River Irrigation System (AWRIS) to boost its production throughout its two cropping seasons yearly. The IA envisions stepping into the spotlight and is hopeful to win the nationwide search, which shall honor excellence, innovation, and dedication among them, serving as one of the main actors of our agricultural community—the local farmers who signify a stronghold with NIA, being partners of the agency in promoting sustainable water management and increased rice productivity.

With the remarkable work done by AZUMCA irrigators association members that go above and beyond in service and impact to showcase best practices, unique success stories, and transformative initiatives, a VALIDATION was done to assess their year-round performance on the aspects of finance, organizational functionality, and overall operations and maintenance (O&M) activities. This shall give them a chance to be honored for both their organizational accomplishments and shall serve as an inspiration to other existing IAs within their locality.

The evaluation of AZUMCA’s overall performance in calendar year 2024 was done successfully by the validators team from NIA Central Office, which includes Ms. Maricel Del Rosario, Engr. Hans Esguerra, Ms. Lorna P. Villagonzalo, and Ms. Julie Anne De Guzman, through the support of NIA CARAGA Regional Office management, headed by its Regional Manager, Ruby C. Tuan Jr., EOD Manager Rosalina B. Caiña, O&M Chief, Engr. Melina I. Horserada, IDU Chief Susanita V. Gozon, NIA ADS IMO Manager Engr. Peter E. TURN-OVER CEREMONY OF PATIN-AY COMMUNAL FARMERS IRRIGATION SYSTEM

TODAY, May 15, 2025, the Patin-ay Communal Irrigation System turn-over ceremony was held in Patin-ay, Prosperidad, Agusan del Sur, marking a groundbreaking milestone in the community's agricultural development.

This momentous occasion signifies the culmination of tireless efforts to provide irrigation services to 152 hectares of farmland, benefiting 83 farmers and transforming the lives of countless families.

The ceremony was attended by a distinguished gathering of stakeholders, including Engr. Wilhelm S. Tiongco, Project Manager of CARP IC PMO; Engr. Peter E. Pablo, Division Manager of ADS IMO; Ms. Rosalina Caina, Division Manager of EOD; Ms. Fe Mosquera, PARCCOM Chief; Engr. Rudy Solomon, DAR ADS Representative; Armando Valiente, Provincial Agriculturist; Hon. Zissa Vanessa Roldan, Barangay Captain of Patin-ay; Mr. Sandy Cabusas, President of Patin-ay Farmers Irrigators Association; and Father Romeo. Also in attendance were NIA Agusan del Sur personnel, local government officials from Prosperidad, Agusan del Sur, Patin-ay Farmers Irrigators Association members, and community leaders and farmers from Patin-ay and surrounding areas, all united in their commitment to agricultural progress.

PROGRAM HIGHLIGHTS

The ceremony began with a solemn blessing led by Father Romeo, followed by a symbolic ribbon-cutting ceremony participated by NIA officials, LGU representatives, and Irrigators Association members. Hon. Zissa Vanessa Roldan, Barangay Captain of Patin-ay, delivered heartfelt welcome remarks, setting the tone for a celebration that would honor the dedication and perseverance of the community.

Ms. Rosalina Caina, Division Manager of EOD, delivered an inspiring opening message, highlighting the importance of the irrigation system in empowering farmers and boosting agricultural productivity. Engr. Peter E. Pablo, Division Manager of ADS IMO, delivered the turn-over message, officially handing over the project to the beneficiaries. Mr. Sandy Cabusas, President of the Irrigators Association, delivered a heartfelt acceptance message, expressing gratitude and commitment to proper management and maintenance.

GUEST OF HONOR AND SPEAKER

Engr. Wilhelm S. Tiongco, Project Manager of CARP IC PMO, served as the Guest of Honor and Speaker, bringing inspiring words that highlighted the transformative impact of the irrigation system on the community. His message highlights the importance of partnerships and collective efforts in driving agricultural development and improving the lives of farmers.

PROJECT PROFILE

The Patin-ay Communal Irrigation System was constructed with a budget of Php 21,750,000.00, sourced from the Comprehensive Agrarian Reform Program - Irrigation Component (CARP-IC). The project involved canalization, canal structures, and road surfacing, and was completed on July 31, 2024. This landmark project is poised to revolutionize agricultural practices in the area, ensuring increased productivity and improved livelihoods for the beneficiaries.

The Patin-ay Farmers Irrigators Association, composed of 83 farmers, will manage and maintain the irrigation system, taking ownership of this vital infrastructure that will shape the future of agriculture in their community.

CASCADING ACTIVITY ON RECRUITMENT PROCEDURES AND PREPARATION OF PERSONNEL SERVICES REPORTS

Siargao Island, Philippines – May 13–16, 2025

In a significant move to enhance human resource management across its regional offices, the National Irrigation Administration (NIA) conducted a four-day Cascading Activity on Recruitment Procedures and the Preparation of Personnel Services (PS) Reports from May 13 to 16, 2025. Held on Siargao Island in the province of Surigao del Norte, the event gathered 85 NIA personnel from various regions across the Philippines.

The activity aimed to standardize recruitment procedures and improve the preparation of PS reports, ensuring consistency and compliance with guidelines from the Civil Service Commission (CSC) and the Department of Budget and Management (DBM). This initiative is part of NIA’s broader strategy to professionalize its workforce and enhance operational efficiency.

Key objectives of the activity included are:

  • Standardizing Recruitment Procedures: Aligning recruitment processes across all NIA offices to ensure fairness, transparency, and compliance with legal standards.
  • Improving PS Report Preparation: Enhancing the accuracy and timeliness of PS reports, which are crucial for budgeting, auditing, and human resource planning.
  • Capacity Building: Equipping administrative and HR personnel with the necessary skills and knowledge to implement updated procedures effectively.

Participants engaged in various sessions such as workshops, lectures, and group discussions, which focused on:

  • Updated Recruitment Guidelines: Understanding the latest CSC and DBM policies and their implications on recruitment practices.
  • PS Report Preparation: Learning best practices for compiling and submitting accurate PS reports.
  • Case Study Analysis: Addressing real-life scenarios to develop practical solutions to common HR challenges.

The event fostered a collaborative learning environment, encouraging participants to share experiences and insights from their respective regions. This exchange of ideas not only enhanced individual competencies but also promoted a sense of unity and shared purpose among NIA personnel.

May 8, 2025- Marking as a powerful step forward in the fight against hunger and poverty, Five (5) Irrigators' Associations (IA) under NIA Surigao del Norte Satellite Office-ASDI IMO’s service coverage successfully signed a Memorandum of Agreement (MOA) with National Food Authority (NFA) Surigao del Norte Branch for the DSWD’s Enhanced Partnership Against Hunger and Poverty (EPAHP) Program yesterday at NFA Office, Km. 10, Brgy. Quezon, Surigao City, Surigao del Norte.

National Food Authority (NFA) serves as the demand party, and the Irrigators' Associations (IA) from Capalayan IA, Trinidad IA, Magpayang ISA, San Pedro IA, and Claver Gigaquit Bacuag Irrigators Federation have committed to supply the demand of NFA SDN by providing clean and dry rice grains as outlined in the agreement.

The ceremony was graced by distinguished guests which include: Mr. Doroteo L. Lanticse Jr., Planning and Finance Officer of DSWD-EPAHP, Mr. Alvin B. Balatero, Senior Government Official from NFA-Surigao del Sur Branch, Engr. Diosdado Rana, Assistant Satellite Head from NIA SDN Satellite Office, and the Presidents and Secretaries of the participating Irrigators' Associations (IA).

Empowering Farmers: NIA SDS IMO Turns Over Four Completed Irrigation Projects Worth ₱160M

Tago, Surigao del Sur – May 8, 2025 - In a significant milestone for local agriculture, the Surigao del Sur Irrigation Management Office (SDS IMO) of the National Irrigation Administration (NIA) successfully conducted a mass turnover ceremony of four completed Communal Irrigation System (CIS) projects, bringing renewed hope and opportunity to hundreds of farmers across the province.

Held at the SDS IMO compound in Tago, the event saw the formal turnover of the following projects: Sta. Felomina CIS in Tandag City, Haguimitan CIS in San Miguel, Marga CIS in San Miguel and Mabog CIS in Bislig City

With a total project cost of ₱160 million, these CIS projects are expected to significantly enhance irrigation services and improve agricultural productivity in their respective areas.

The activity was highlighted by the ceremonial turnover of the key of responsibility from NIA to the beneficiaries, symbolizing the official transfer of project ownership. This was followed by the signing of turnover documents between NIA and the leaders of the irrigators’ associations.

SDS IMO Manager Engr. Adeline H. Manlunas led the presentation of the project profiles, sharing insights into the planning, implementation, and expected benefits of the irrigation systems. She emphasized that these projects are a result of close collaboration between NIA and the local farmer-beneficiaries.

Representing the NIA Regional Office, Ms. Jane B. Huqueriza, Public Relations Officer A, delivered an inspiring message. “Although the physical infrastructure is complete, our mission does not end here. NIA remains committed to supporting our farmers in their pursuit of increased rice production and agricultural sustainability,” she said.

The farmer-beneficiaries warmly expressed their gratitude to NIA, sharing how the completed systems will now allow them to irrigate their farmlands for two cropping seasons per year — a goal that once seemed out of reach.

Also in attendance were the Presidents and representatives of the four CIS organizations:Pres. Eduard C. Aspirin – Sta. Felomina CIS, Pres. Alejandro Asubar – Haguimitan CIS,Pres. Marjoe Porras – Marga CIS, Pres. Marcial V. Walawal – Mabog CIS.

CEREMONIAL TURN-OVER OF SANTIAGO COMMUNAL IRRIGATION SYSTEM (CIS)

Higlighting NIA’s ongoing efforts to strengthen irrigation infrastructure for the benefit of local farmers, another project has been successfully turned-over to Matalaz Irrigators Association on February 20, 2024 at Poblacion 2, Santiago Agusan del Norte. Funded under Repair of CIS in year 2024, this 40-million pesos worth of project is set to benefit 50 farmers by providing reliable irrigation to 50 hectares of their agricultural farmland.

In his message, NIA ASDI IMO Division Manager, Engr. Dexter A. Sablaon emphasized NIA’s commitment to continue the enhancement of irrigation services all throughout the province of Agusan del Norte, serving as another testament of the agency’s dedication in ensuring that farmers have access to sufficient water supply, leading to increased yields and improved livelihoods. Meanwhile, Mr. Rustico Ucat- Matalaz IA President expressed his gratitude towards NIA for the successful repair of their irrigation facility stating that With the improved irrigation system, farmer members of their association is hopeful for better harvests and a more sustainable farming in the future.

NIA GIVES BACK

To help in a meaningful way to support the residents in Por Cristo Foundation, NIA Caraga management lead by its Regional Manager, Ruby C. Ms. Evelyn Encarnado, Division Manager of Administrative and Finance Division of NIA Caraga shared during her message the crucial role they perform for the agency's finance aspect in achieving its goal as a government organization.

Happening Now| To assess the effectiveness of the Public Relations Unit’ communication strategies during this calendar year and to chart a well-defined path for CY2025, NIA CARAGA Public Relations Team conducts a YEAR END REVIEW and PLANNING from December 12-13, 2024 at NIA Caraga Conference Hall, Bancasi, Butuan City.

The 2-day activity gauges and evaluates the respective performances, promote best practices, identify gaps and areas for improvement and plan for the future activities by year 2025 from the regional office down to the respective Irrigation Management Offices (IMOs) allowing to enhance the skills and capabilities of its team members to create a more comprehensive communication plan for the upcoming year that aligns with the agency’s goals.
