A refresher course on the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713) was conducted at the NIA ASDI IMO Conference Room, Brgy. Ambago, Butuan City, on February 1, 2023.

Atty. Regie T. Mag-usara, Attorney IV of NIA CARAGA Regional Office-Legal Services-guest speaker, said that as public officials and employees, we shall promote high standards of ethics in public service, behave and act in accordance with the law, serve the public with utmost sincerity, honesty, responsibility, loyalty, act with patriotism and justice, lead modest lives, always uphold the interest of the public over and above personal interest.

Caraga Region Irrigator’s Federation (CRIF) conducts a meeting through the assistance of NIA-Caraga IDU Staff

or the federation’s upcoming election of new set of Board of Trustees (BOTs), the Caraga Region Irrigator’s Federation (CRIF) conducts a meeting through the assistance of NIA-Caraga IDU Staff at NIA Caraga Conference Hall, Bancasi, Butuan City.

Regional Manager, Engr. June Nathaniel S. Plaza give his inspirational message and emphasized the importance of empowering Irrigator’s Associations (IAs) to link with other agencies specifically to derive income aside from rice farming.

He also tackled NIA- Caraga’s Plans and Programs for Calendar Year 2023.
The primary objective of the meeting is to provide assistance to the federation in its efforts to successfully carry out the upcoming elections. Once the new BOT’s are chosen, they will help in building a stronger commitment to farmers as an effective policy-making body, as NIA visualizes a strong commitment to farmers for a lasting operation and effective project implementation and maintenance of its irrigation systems to increase agricultural production.

In-Country Training Workshop on Dam Design and Dam Safety

Regional Manager Engr. June Nathaniel S. Plaza together with the selected personnel of National Irrigation Administration (NIA) Caraga leads the conduct of 2-day Re-echo from January 30-31, 2023 at NIA Caraga Conference Hall, Bancasi, Butuan City.

Engr. Carin D. Sanchez and Engr. Elmer B. Felisarta, provided an in-depth discussion on the In-Country Training Workshop on Dam Design and Dam Safety and re-echoed the information they had learned for 15 days at National Irrigation Administration (NIA)- Central Office.

RM Plaza highlighted the significance of every Gate Keepers' knowledge assigned to every dam in the region. That, they must know to take into account every aspect of the dam, especially when there is heavy rainfall and a typhoon. He suggested that a friendly checklist must be formulated and utilized for every dam in Caraga since this shall contribute to the prevention of flooding and the proper facilitation of irrigation.

In order to evaluate the knowledge from theoretical concepts to practical applications, the participants, on Day-2, joined field visits at Cabadbaran Dam (Part of Cabadbaran-Taguibo River Irrigation System-CabTRIS) and Lower Agusan River Pump Irrigation System (LARPIS) at Brgy. Bit-os, Butuan City, Agusan del Norte.

P45-MILLION SOLAR PROJECT TURNED OVER TO THE FARMERS

January 26, 2023 - A P45-million worth of solar-powered pump irrigation project was turned over by the National Irrigation Administration-Caraga (NIA Caraga) to the Sta. Paz Farmer Irrigators Association, Inc. The project is located in Barangay Sta. Paz, San Isidro, Surigao del Norte, Caraga Region. The project construction began in March 2022 and was completed in October 2022 which is ahead of schedule. The project consists of the supply, drilling and installation of nine sets solar powered pumps, as well as canalization and canal structures designed to irrigate 95 hectares of agricultural land with 65 farmer-beneficiaries.

The improvement of the irrigation facilities is one of the four projects implemented for CY 2022 in Surigao del Norte to increase the irrigation development in the province, to enable the farmers to produce rice for the community, and to eventually increase the cropping intensity in line with the administration’s prime target of increasing the production of the basic commodity in the country.
According to NIA Caraga Regional Manager June Nathaniel S. Plaza, NIA will fast track the implementation of the project. He also added that the office initiated to provide an equipment to Siargao to help in the operation and maintenance of the irrigation facilities.

Some of the highlights of the event are the ceremonial turned over and signing of documents between NIA represented by Regional Manager Plaza, Engr. Dexter A. Sablaon, ASDI IMO Manager, and Susan D. Lariba, SDN Satellite Head and to the IAs, represented by IA President Wennie C. Consigna.

Barangay Local Government Units (BLGUs), Municipal Local Government Units (MLGUs), District Office, IAs, the Department of Agriculture (DA), NIA Caraga and NIA ASDI IMO officials and employees, and other stakeholders took part in the event.

ANNUAL REFRESHER SEMINAR OF Republic Act No. 6713

On January 17, 2023, the National Irrigation Administration (NIA) Caraga conducted a seminar regarding Republic Act No. 6713, otherwise known as the "Code of Conduct and Ethical Standards for Public Officials and Employees," with its resource speaker, Attorney Regie T. Mag-usara, Attorney IV, NIA Caraga Legal Officer, at the NIA Caraga Conference Hall, Bancasi, Butuan City.

The lecture drew 120 NIA-CARAGA employees of various ranks, roles, and employment statuses. The activity was spearheaded by Regional Manager June Nathaniel S. Plaza and was conducted as part of the agency’s commitment to enforce conformity at all times with the norms of job performance and personal conduct, protecting the rights and interests of its employees, and fostering personal responsibility and respect for the workplace, its property, and coworkers.

The purpose of the activity is to promote a high standard of ethics in public service and to instill in the minds of the employees that, as public servants, they must always be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty; act with patriotism and justice; lead modest lives; and place public interest above personal interest, in accordance with Republic Act No. 6713 and other relevant government issuances, administrative orders, memoranda, and circulars.

In addition, the seminar shall help achieve optimal performance of the agency, thereby helping the employees develop their values, strengthen their dedication to public service, and promote the primacy of public interest over personal interest in the fulfillment of their duties.

Palaysikatan Promotes Agricultural Modernization

The launching of the Palaysikatan RCEF program under the Philippine Rice Research Institute (PhilRice) and in partnership of the National Irrigation Administration- Caraga in leadership of Regional Manager June Nathaniel S. Plaza held on January 16, 2023 has developed a 3-hectare variety technology demonstration site for the dry season 2023. The program encourages farm mechanization using mechanical transplanters and combine harvesters, as well as the usage of farmland-appropriate seed kinds.

The program's goal is to help farmers in Poblacion La-Paz Farmers Irrigators Association (POBLAFA, IA) of Umayam River Irrigation System (URIS) in La-Paz, Agusan del Sur (ADS) become competitive and transition into modern rice farming, which will increase their yield. It will also aid in the promotion of the use of inbred certified seeds and crop management.

According to Engr. Peter A. Pablo, Acting ADS Irrigation Management Office Manager, it is critical in farming to establish what nutrients and seed varieties should be used to avoid failure. He also stated that it is important for the farmer to save money in addition to paying all of his bills and debts.

The said activity was participated in by Irrigators’ Associations (IAs), technical staff of Philippine Rice Research Institute (PhilRice), Municipal Agriculture Office representative (MAO), NIA Regional Office and NIA ADS personnel.

NIA CARAGA'S PROMPT RESPONSE TO RESTORE THE RIVER'S WATER FLOW DIRECTION

From December 2022 up to present, Surigao del Norte suffered prolonged periods of high precipitation and low pressure, which raised the Pongtud River's water level. The continued rainfall has accumulated an excessive amount of silt due to quarry operations. With the amassed silt in the river, the water flow changed from its original flow, which resulted in scouring the soil on the riverbank and damaging the IA Hall in Pongtud, Bacuag, Surigao del Norte on January 11, 2023.

The current situation raised an alarm with the implementing agency, the National Irrigation Administration-Caraga, and it immediately conducted an investigation to determine the extent of damage in the area. Regional Manager June Nathaniel S. Plaza perceived the necessity to desilt the river to minimize further damage to the facilities, especially the canals near the riverbanks.

The office was able to deploy a long-arm backhoe to desilt the area, restore the river's original flow, and eventually subside the water level in the river with the help of the Agusan del Norte, Surigao del Norte and Dinagat Islands Irrigation Management Office.
The farmers and other beneficiaries appreciated the office's prompt response, and they took the edge off knowing that during difficult times the office would surely heed their needs.

NIA CARAGA USHERING 2023

National Irrigation Administration (NIA) CARAGA successfully conducted its Ushering today, January 09, 2023 at NIA Conference Room, Bancasi, Butuan City.

NIA welcomes the Year 2023 with the theme: "NIA Para sa Progresibong Pilipinas". The agency emphasized the importance of nation-building towards realizing its objectives to establish greater success this year.

Regional Manager Engr. June Nathaniel S. Plaza, expressed in his message that working for NIA is not just about getting salary, honor and recognition it entails a commitment gearing towards providing quality service for its clients.

NIA Employees were able to express profoundly their appreciation through shading one particular box on the NIA Gratitude Wall. Each employee chose their preferred color, denoting different definitions.

Over the years, NIA has influenced the lives of its employees in a variety of ways.

The agency continues to endeavor to succeed as One Agency, One NIA that pursues transformation towards the lives of the Filipino people.

NIA-IA Congress: Pagkakaisa Tungo sa Pag-unlad at Tagumpay ng Magsasaka

Disyembre 9, 2022 - Pagkatapos ng pandemic, ito ang unang pagkakataon na muling nagtitipon ang mga Irrigators Association (IA) sa Rehiyon ng Caraga. Ang ginanap na pagtitipon ay dinaluhan ng humigit-kumulang na 450 katao mula sa NIA, iba't ibang ahensiya, at ang local na pamahalaan.

Ang NIA-IA Congress na may temang “Patuloy na Pagkakaisa ng NIA at Ibang Ahensiya Tungo sa Pag-unlad at Tagumpay ng Magsasaka” ay naglalayong palakasin at patibayin ang ugnayan ng bawat isa upang talakayin ang mga isyu at problemang nakakaapekto sa operasyon at pagpapanatili ng sistema ng patubig.

Effective Communication

As part of the agency’s commitment to address the competency gap, NIA Caraga conducted a two-day Supervisory Development Course Module 4 “Communication: The secret to Organizational Effectiveness” on October 25 & 26, 2022 at the NIA Caraga Conference Hall, Bancasi, Butuan City.

The training was participated by 50 participants composed of Unit Heads & Section Chief as well as the next in line supervisors of NIA Regional and Irrigation Management Office through the subject matter specialist resource speaker Ms. Abigail M. Tiu and Ms. Marilyn T. Yballa, Chief HR Specialist from CSC Regional Office.

The activity was aimed to strengthen the leadership and managerial skills and appreciate the individual role in creating a workplace with open communication in order to attain optimal performance.
