The 3-day training on Republic Act (RA) No. 9184

The 3-day training on Republic Act (RA) No. 9184 - "An Act Providing for the Modernization, Standardization and Regulation of the Procurement Activities of the Government and for Othe Purposes" and its 2016 Revised Implementing Rules and Regulations (IRR) just concluded today December 15, 2023.

The training started on December 13, 2023 with main purpose on giving emphasis to the important aspect of Public/Government Procurement. The OIC Regional Director of Commission on Audit (COA) Region XIII, Engr. Junrey E. Labatos, served as the Resource Speaker for the 1st and 2nd day of the training, he tackled the (1) Latest issuances of the Government Procurement Policy Board (GPPB), (2) Key features of GPRA & Procurement Organization and Procurement Planning and Budget Linkage, including Early Procurement Activities, (4) Standard Bidding Procedure for Goods & Services and Infrastructure Projects and (5) Preparation of the 6th Edition of Philippine Bidding Documents for Goods & Services and Infrastructure Projects.

On its 3rd day, Hon. Anthony P. Vitor, Presiding Judge of Municipal Circuit Trial Court Branch 3 (Jabonga-Kitcharao) discussed the (1) Alternative Methods of Procurement, (2) Preparation of Technical Specifications, Scope of Work and Terms & Reference and (3) Preparation of Cost Estimates.

About 80 NIAns participated the activity which includes personnel from NIA Caraga Regional Office and its three (3) Irrigation Management Offices [Agusan del Sur, Surigao del Sur and Agusan del Norte-Surigao del Norte-Dinagat Islands] and one (1) Sattelite Office (SDN). The success of the event has been made possible under the leadership of Regional Manager Ruby C. Tuan Jr. together with EOD Manager Rosalina B. Caiña and AFD Manager Evelyn C. Encarnado.

In participation to the 18-Day Campaign to End Violence Against Women (Nov.25-Dec.12) based on Proclamation No. 1172 S. 2006, NIA Caraga personnel attends GAD Seminar with its Resource Speaker, Mr. Edson B. Alijo, Information Officer III, from Commission on Human Rights (CHR)-Caraga, at NIA Conference Hall, Bancasi, Butuan City.

The push for continuous prevention and abolition of violence is anchored with Philippine Commission on Women’s (PCW) campaign to be “UNITEd for a VAW-free Philippines” that commenced in year 2022 and shall end until 2027.

KADIWA SA NIA TRECE

NIA Caraga Management allocates a retail space for the farmers and irrigators from the region's five provinces at NIA Compound, Bancasi, Butuan City. This is to demonstrate its full support for the “Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas na Kita” (KADIWA) Program led by President Ferdinand R. Marcos Jr., aiming to ensure food sufficiency all throughout the country and speed up poverty alleviation.

The initiative to apportion a retail area for the Irrigator Associations (IAs) is intended to strengthen and enhance agricultural support through the assistance and promotion of local products, since KADIWA continues to bring our local farmers and the consuming public closer together, ensuring direct purchase transactions of agricultural and non-agricultural products at lower costs.

RIGHT ON THE SAME TRACK IN THE IMPLEMENTATION OF KADIWA NG PANGULO PROGRAM

The government continues to provide efforts in ensuring stable food supply amidst spiking prices of all agricultural commodities in our country. With that, NIA continues to realize the KADIWA with the ultimate aim of enabling all our local farmers sell their agricultural and non-agricultural products directly to consumers.

Several Irrigators’ Association under the coverage of different irrigation systems of Agusan del Norte Province, namely: LARPIS, CABTRIS, MAP-IS and ADN CIS participated the launch of KADIWA retail outlet at the Gymnasium of Brgy. Ambago, Butuan City.

Wenifredo S. Maldo, President of FEDANCIS, expressed his heartfelt gratitude about the program’s benefit to them since it will provide a great opportunity to both farmers and consumers sell and purchase fresh products at affordable prices while also giving them relief of removing market layers which helped them met high rate of sales.

Present during the activity were: representative from DA- Bureau of Fisheries and Aquatic Resources (BFAR), Barangay Local Government Officials of Ambago, personnel from Ambago National High School and NIA Regional Office Engineering & Operations Manager, Rosalina B. CONVERGENCE BETWEEN DEPARTMENT OF AGRICULTURE AND NIA CONTINUES

As a result of the System Management Committee Meeting held at NIA –URIS office, Poblacion, Lapaz, Agusan del Sur last August 17, 2023, DA Caraga Regional Director Engr. Ricardo M. Oñate Jr. fulfilled his promise to provide 1,200 bags of hybrid rice seeds to the farmer/irrigators covered by the water irrigation services of Umayam River Irrigation System (URIS) from municipalities of La Paz and Loreto. The hybrid seeds with fertilizers and ameliorants will be distributed to all members of Irrigator’s Association of URIS, with the supervision of Mr. Beberly B. Barrios Jr. - URIS Officer-in-charge and his key personnel.

This is to envision of National Irrigation Administration (NIA)’s aim to improve farmers’ quality of life by supporting and giving more options to upgrade agricultural productivity and increase farmers’ income.

NIA-Agusan del Sur IMO Acting Division Manager Engr. Peter E. Pablo guarantees proper distribution of the hybrid seeds as it will be closely monitored and the various Hybrid seeds technicians from different seed companies will also supervise the farmers to ensure an abundant harvest.

Also present in the activity today are: DA- Caraga representative, Mr. Enosencio B. Minguez and DA-APCO representative, Mr. June Anthony S. Ouano.

CARP-IC monitored projects of the Presidential Agrarian Reform Council (PARC) were the subject of a project inspection on October 26, 2023, at Sanghan CIS in Cabadbaran City, Agusan del Norte.

The Comprehensive Agrarian Reform Program-Irrigation Component (CARP-IC) monitored projects of the Presidential Agrarian Reform Council (PARC) were the subject of a project inspection on October 26, 2023, at Sanghan CIS in Cabadbaran City, Agusan del Norte.

The primary purpose of this inspection was to coordinate, monitor, and evaluate activities and projects related to the Comprehensive Agrarian Reform Program (CARP) that are being carried out by the National Irrigation Administration CARP-Irrigation Component (NIA CARP-IC) in the KAMALAKA Irrigators Association. This visit is essential for ensuring that CARP-related initiatives are progressing as planned and effectively benefiting the target beneficiaries and communities.

FARMERS AND INTERAGENCY CONVERGENCE MEETING AT ESPERANZA MUNICIPAL HALL, AGUSAN DEL SUR

"An increase to water irrigation supply to all irrigable lands is needed to achieve the goal of becoming a rice-sufficient region."

Serving as a pathway of action in providing timely services to the main actors (farmers) of our agricultural industry through water irrigation facilities construction, NIA-Caraga through Agusan del Sur Irrigation Management Office (ADS-IMO) under LIBANG River Irrigation Project (LRIP) conducts a convergence meeting with Esperanza LGU, affiliated National Government Agencies (NGAs) to expedite to the incoming farmer beneficiaries of LRIP situated in Barangays of Tandang Sora, Oro, Concordia, Tahina and Nato of the said municipality.

In attendance are: personnel from Provincial Government of Agusan del Sur (PGAS) and Municipal Government of Esperanza headed by its Administrator, Leonida P. Manpatilan, BLGU Officials, Irrigators Associations (IA) Officers, representatives from NIA- RO XIII, Public Employment Service Office (PESO), Department of Agriculture (DA) and Department of Agrarian Reform (DAR).
